Ten copies, a digital copy and one reproducible film of the final plat shall be submitted to the Planning Commission by the owner of the property or his or her authorized representative at least twenty (20) days prior to the date of the meeting at which consideration is requested.  No plat or other subdivision of property and no dedication or vacation of a public street or establishment of a private street shall be filed with the register of deeds as provided by law until approval and endorsement by the Governing Body of the City of Wellsville, Kansas.

After the preliminary plat has been approved by the Planning Commission, a final plat shall be prepared and submitted to the Planning Commission for review and recommendation to the Governing Body for final action.  The final plat may contain all or a part of the area in the preliminary plat.  The final plat must conform to the street pattern, lot size and other conditions of the preliminary plat as approved.  The plat shall be drawn to a scale of one inch equals one hundred feet (1”=100') or larger.

The final plat shall comply with and shall contain the data specified in the following:

(a)   The name of the subdivision and any adjacent subdivisions, the names of streets which shall conform to the existing street pattern, and a system of lot and block numbers in any orderly sequence shall be shown on the plat;

(b)   A boundary survey of third order surveying accuracy (maximum closure error one in five thousand (1 in 5,000), with bearings and distances referenced to section or fractional section corners or other base line shown on the plat and readily reproducible on the ground;

(c)   Calculation sheets containing the following data: The length and radii of all curved streets and lot lines and the bearings and length of all straight streets and lot lines and the area in square feet of each lot. Bearings and distances referenced to section or fractional section lines or other base line shown on the plat and readily reproducible on the ground;

(d)   The dimensions in feet and decimals of feet of all lots, the location of building setback lines along the front and side streets and the location and dimension of all necessary easements shall be shown on the plat;

(e)   Certification of dedication of all streets, highways and other rights-of-way or parcels for public parks or other public use, signed by the owners and all other parties who have a mortgage or lien interest in the property;

(f)   Certification by a registered surveyor to the effect that the plat presents a survey made by him;

(g)   North point, scale and date;

(h)   Space for endorsements of the plat by the Planning Commission Chairperson, County Surveyor, City Clerk and Mayor.
