(a)   The following are designated as main trafficways of the city pursuant to K.S.A. 12-685 et seq. for purposes of bond financing certain improvements:

(1)   Pendleton Avenue between Main Street and K-33 Highway.

(2)   Stafford Road between K-33 Highway and the eastern City Limit.

A city retailers’ sales tax in the amount of one-half of one percent (0.5%) is hereby levied in the City in accordance with K.S.A. 12-187(e) and K.S.A. 12-187(f). Such retailer’s sales tax shall take effect on January 1, 2020, or the earliest date thereafter that the Kansas Depa1tment of Revenue can begin collecting such tax.
